I entered the Taiwan government as an outsider. I was the only completely Western-educated official in the building, the youngest member of my department, and tasked with leading a highly controversial issue—a public policy topic that predates recorded history.

In that environment, I learned a defining truth: In a landscape of traditional protocols, specialized skill is the only true currency. To succeed, I couldn't rely on inherited “access.” I was lucky that this small and particular unit within the government valued unconventional thinking and a shared vision, which allowed us to engineer our own legitimacy through legal precision, administrative fluency, and a relentless focus on the craft of the possible.
